Having a positive balance on Paypal by sending money won't work, even having a verified linked bank account doesn't work. While these options might be available in some countries like the US, or UK, they aren't for others.
This doesn't necessarily have to do with Paypal itself, but could be part of the contract Blizzard and Paypal have, with different terms for different countries.
The few countries which cannot use it do not matter to Blizzard. They are not going to invest in a payment infrastructure which costs them money to maintain, by the way for a few people.

It was fairly easy to tie paypal to my bank account to me. I gave them my bank account and authorized them. Then I had to proof the bank account was mine, they did this by depositing a small sum on my bank and in the comment put some code.
I had to say what the sum was and give them the code, thereby proving the bank account is mine, from that point onward, if I make a paypal transfer it's automatically deducted from my bank account.

I'm from Germany and barely know anyone who uses a credit card. I pay with either cash, debit or paypal.

You can probably get a good deal there, some banks offer credit cards for free for the new clients. Later if it runs out and they want you to pay for the next card just close your account or cancel the card, repeat in other bank.

You need to have cheques to link your bank to Paypal. Maybe you don't need them and can get the info by going into the bank? A routing number is all that you need iirc.

It's kinda sad because outside of the US we don't have prepaid blizzard cards everywhere like they have most people say they have in the US.
What i think it should be done is either they put bnet ballance cards in more contries or they add more ways that we could do it like pay-safe-card , but like i said the response i got from my ticket was that it won't be done unfortunly.
